2006年4月2日至12日，浙江大学校长潘云鹤一行应邀访问了埃及开罗大学、土耳其伊斯坦布尔大学、保加利亚索非亚大学和保加利亚科学院。访问期间，潘云鹤与索非亚大学签署了校际合作协议，双方的合作将从交换学生和组建联合研究机构开始并逐步推进。索非亚大学位于保加利亚首都索非亚，1888年建校，是保加利亚第一所最高级别的高等学府、最大的学术研究交流中心，也是欧洲最古老的学府之一。
